I can't say I know the character, but this looks good dude! The different texturing done is a nice touch, really helps sell the liveliness of the piece!
You say you're currently working on it, so i assume it's unfinished. Do you plan to paint it then?

Oooh I really love this! There aren't enough eel-ish mermaid designs out there imo, and this looks fantastic! I especially love the hands, they look wonderful
